Eltaj Safarli was born in Baku in 1992 and was a world champion before he turned ten, winning the Under-10 title at the 2002 World Youth Championship in Heraklion. He became a grandmaster in 2008, at the age of 16.
He has won the Azerbaijani Championship twice (2010 and 2016), took first place at the 2010 Chigorin Memorial in St Petersburg and shared first in the 2016 Tata Steel Challengers. With Azerbaijan he won silver at the 2011 European Team Championship alongside Mamedyarov, Radjabov and Gashimov. His rating peaked at 2694 in October 2016.
